+include/config.h.in make reference to PKT_LICENSE.  This file was not
+present in Nessus and the file not shipped with Nessus either.  The
+PKT_LICENSE was not found via Internet search engines nor is found
+the software "pkt_forge" which seems to be origin.  In fact it is said
+that pkt_forge formed a part of NASL.  Thus we do believe it is a
+accidental left-over, but we do not have a clearifing statement by the
+author.
